This position is one of two Commercial Program Managers within the
Department. The primary duty of this Commercial Program Manager
(Program Manager) is to provide leadership, strategic direction, policy and
procedure development and general administration of the
Commercial
Leasing Program as it relates to energy resource facilities,
communication sites, industrial properties, military facilities, and
recreational activities on state endowment trust lands.
The Department currently administers approximately 160 commercial leases
located throughout the state. Based upon the current interest in
alternative energy, the Department anticipates significant expansion of
energy resource development, including wind, geothermal and solar energy
projects on state endowment trust lands.
The Program Manager provides oversight and consultation to Area staff
that carry out onsite program administration; communicates with lessees,
industry representatives, Land Board members and staff, and legislators;
researches and analyzes property and market information for lease pricing,
asset valuation, and marketing; and audits program activities to ensure
consistency of operations.
Minimum Qualifications:
Experience:
- Analyzing land management issues associated with commercial
activities; principally energy resource facilities, communication sites,
industrial properties, military facilities and recreation activities.
- Making recommendations based on an assessment of alternatives using
critical thinking and research to enable upper management to make
informed decisions.
Writing reports such as hearing decision documents, white papers, and
presentation documents.
- Developing programs or managing complex projects including
establishing goals and strategic direction, budgeting and evaluating
results.
- Working with various groups, individuals and interests to develop
understanding, acceptance and support for a program or project.
- Interpreting and applying federal, state and local laws, rules and
regulations related to commercial developments.
- Negotiating and administering contracts, lease terms, and
agreements.
Good Knowledge Of:
- Financial analysis methods relating to land management, capital
purchase or other investment decisions; land management programs,
including leasing.
Desirable Qualifications:
- Experience serving as a technical resource on complex programmatic,

resolve access and other land management issues.
- Possession of an Associate's, Bachelor's, or a Graduate degree in
